SAPC Planning Tool

Research has shown that addressing the issue of underage drinking reduces the risk that youth will go on to use opioids and other substances. As the Substance Abuse Prevention Collaborative (SAPC) grant program initiative is primarily intended to prevent underage drinking, this guide focuses on strategies for preventing alcohol misuse and abuse.

The Strategic Prevention Framework (SPF), a model developed by the Substance Abuse and Mental Health Services Administration (SAMHSA), is a resource for municipalities, individuals, organizations, community coalitions, and other groups. It guides the selection, implementation, and evaluation of evidence-based, culturally appropriate, sustainable interventions to prevent and/or reduce alcohol misuse and abuse in Massachusetts.
